Duplication Procedure Demystified


Greetings Losers (I am one of them),
I would assume that the reason you might be reading this blog is because you have lost/misplaced your mark sheets or passing certificates or degree certificate. First of all let me offer you my deepest condolences for your loss. Hopefully you would have realized that life moves on and that you must too by starting the procedure to issue duplicates.
Let me give you a brief background about my predicament and my excruciating experience. I am from Mumbai and passed  my SSC, HSC from MSB, Engineering Degree from Mumbai University. Unfortunately, I lost/misplaced the folder containing all my marksheets, passing certificates, degree certificate and my employment letters (An extremely horrible feeling, trust me you don’t want to experience losing all your docs). After a fruitless and frustrating search for a week, I realized that I would have to file for duplicates.
I am not going to explain my entire experience as even thinking of it sends chills down my spine and I would end up suing myself for Intentional Inflictment of Emotional Distress. It was this experience that has inspired me to write my first blog so that others could avoid the unnecessary pain I underwent. I will get to the point and enlist a step by step procedure to file for duplicates.

  1. Firstly, you need to make an Affidavit stating that you have lost your documents. This is required only by the Mumbai (Kalina) University (not for SSC & HSC sheets). You will need a separate Affidavit for the M.S.B. (Maharashtra State Board) ONLY if you have recently (1 year ago) received your marksheet/passing certificate and lost them. An Affidavit template is as in the link http://tte.delhigovt.nic.in/affidavit.doc. The Affidavit needs to be on a Rs. 100 Stamp Paper and notarized.
  2. After making the Affidavit. Go to your nearest Police Station, tell them that you have lost your documents and you need to file an FIR for the same. The Police will need the Affidavit to file the FIR. The FIR looks like a letter which states that you have lost your docs. WARNING: The Police would want to keep the original Affidavit. DO NOT GIVE THEM THE AFFIDAVIT. Tell them that you need to submit the original Affidavit to the University and give the police a copy of the Affidavit. I suffered big time because I gave the Police the original Affidavit.

    Note: This FIR is required only by the Mumbai (Kalina) University. You will need another Affidavit/FIR for the M.S.B. (Maharashtra State Board) only if you have recently received your marksheet/passing certificate and lost them. Also you might have to handle the Policemen with some Chai Paani.
  3. Next go to your school (only if you lost your SSC marksheet/passing certificate) and get a letter from school stating that you lost your SSC marksheet/passing certificate. They may ask for a copy of the affidavit and FIR. This letter from school is needed by the MSB to issue duplicate SSC marksheets/passing certificate.
  4. After that you go to your Jr. College (only if you lost your HSC marksheet/passing certificate) and get a letter from the college stating that you lost your HSC marksheet/passing certificate. They may ask for a copy of the affidavit and FIR. This letter from Jr. College is needed by the MSB to issue duplicate HSC marksheets/passing certificate.
  5. Finally go to Kalina University, equipped with Original Affidavit, FIR. Since I am an Engineer I had to go to Mahatma Phule Building. Stand in the Counter no. 2 line. Tell them that you lost your marksheets etc. They will ask to see the affidavit and FIR. Show them that. They will then give you forms to fill up. Fill those forms ASAP and head to counter no. 1 to get a gatepass into the building. Once you get a gatepass head to the 2nd floor to the marksheet center (Room 25). Talk to Moore Sir. He will check your affidavit and FIR and sign your forms as verified. In case you lost your degree certificate you will need your convocation number. If you have a copy of the degree certificate, there is a number written in very fine print near the bar code. It has your seat no. The last few digits are your convocation number. If you don’t have a copy of your certificate go to the convocation department to get your number. Once dealings with Moore sir are done. Rush to the ground floor Bank of Baroda. Pay them the required money. This is only in case of your Degree Certificate and passing certificates. For your marksheets your will have to go to the accounts department one floor above i.e. 3rd floor room 45. They will take your affidavit, FIR and money for duplicate marksheets and give you a receipt. Once that is done. Head back to Counter no. 2. Show them the paid receipt for the Passing certificate and degree certificate. They will take one part of it and then tell you to come and collect it in some time.
  6. This concludes your adventure at Kalina University. The most important thing to note is that the timings are as follows:
    1. Bank of Baroda – 11:00 to 1:00 and 1:30 to 2:00
    2. Counter 1 and 2 – 11:00 to 2:00
I suggest you reach Kalina Univ. by 9:30 and stand first in line as the lines generally take 20mins. You don’t want to waste precious time in lines. 

  1. Go to the M.S.B in Vashi, Sector 17. To reach MSB, exit Vashi Railway station sit in an auto and tell him you need to go to the Maharashtra State Board near St. Lawrence High School. Go to the first counter as you climb the steps. Tell him you need duplicate mark sheets for SSC and HSC. He will give you some forms. Fill them and hand them over along with the letter from School and Jr. College. Pay him the fees and he will give you the receipts.
  1. Costs Incurred:-
    1. SSC Mark sheet – Rs. 100
    2. SSC Passing Certificate – Rs. 100
    3. HSC Mark sheet – Rs. 100
    4. HSC Passing Certificate – Rs. 100
    5. 1st Sem Mark sheet – Rs. 100
    6. 2nd Sem Mark sheet – Rs. 100
    7. 7th Sem Mark sheet – Rs. 100
    8. 8th Sem Mark sheet – Rs. 100
    9. 1st Year Passing Certificate – Rs. 100
    10. 4th Year Passing Certificate – Rs. 100
    11. Degree Certificate – Rs. 300
Cost to undergo this adventure, Priceless!!!!!

And Fir that scares the shit out of me I hate police station i heard they are not cooperative. But I received them 5 years back but not in recent times and lost them now. Do I need to make affidavits & FIR and if yes Do I need to make 2 separately for passing and marksheet.     1. Sorry I am checking these messages after a long time...
      Although I had lost my birth certificate, I had other duplicates stashed away in a different place. I am not aware of the procedure. But your right your municipality would be the place to ask these questions. I presume you would require an FIR.

    1. MSB handles SSC and HSC marksheets.
      You need to go to Kalina University if you have a degree from them (I did my engg. in mumbai which is administered by Mumbai University)

      Sorry for the delayed response. The format is as mentioned in step 1, Delhi website.

      Affidavit is a solemn disclosure and holds true in the court of law. All you need to state in that is I solemnly affirm that I have lost my Marksheet, etc etc.

    1. Hi Nipul,

      Since the 3rd - 6th sem exams are administered by your own college, you will have to contact the exam cell of your college. I dont think your presence is required. You may have to fill a form and pay them some nominal amount. Your duplicate marksheets should be ready in 2-3 days. My situation was similar to yours and I got it done through a friend.

    1. The timings varied and honestly I dont recollect. But you should get them within a week or two. I dont really know how you could expedite the process. Have patience...

  9. Firstly, it was a real consolation reading your blog. Its horrible to lose all the important docs.
    I was reading your blog to find the address of MSB and have all my paper work, i.e. the affidavit and letter from school and college for the marksheets. Now i realise that i have not mentioned any thing about the passing certificate, although that has been lost too. CAn i apply for both now with the affidavit mentioning only abt the marksheets. Any idea about this?

    1. You do not need an affidavit if you passed HSC or SSC before 2011.

      But if you passed your HSC or SSC last year then you will need an Affidavit.

    1. Yes Mayur, you need the affidavit and FIR for your 7&8 sem marksheets. Photocopies are not necessary but prove helpful. Please read the blog again, if you have questions.

    1. Your 2nd and 3rd year marksheets are issued by your college exam cell. Go and ask in your college.

      And honestly, i don't remember if there is a duplicate stamp on the 1st and 4th year certificates.

    i have lost my HSC Marksheet & Passing Certificates and nw i require those for acquiring my employment visa for U A E, can you clarify me if some other person does the procedure to acquire duplicate certificates is this possible as i have to leave on 14th march and it is not possible for me to do all the procedure before leaving india.

    1. You have to sign on some documents like the affidavit and the FIR at the police station. But I am sure if you give a power of attorney to your family member, they can sign on your behalf. Collection of certificates can be done by friends. You dont need to be there but to fill the forms requesting duplicates, I think its good if you do it yourself.

    1. I have lost my BMS Convocation Certificate from Mumbai University 2007.
    2. Do i need an affidavit? If not, how do i start the procedure and what documents are required?
    3. How long does it take to get the FIR? Will i get it same time? Also i dont recollect where I misplaced it how do i submit the FIR then?
    4. Does the duplicate look same like the original?

    1. I cant really be sure about the BMS certificate but as per my understanding, you will need both an Affidavit and FIR. You get the FIR immediately when you go to the Police station. The police are going to ask you multiple questions as to how you lost it. In my case, I told them I lost my certificate while my house was undergoing renovation and no questions were asked. Im not alluding to telling lies, just be smart and make sure your reason is foolproof. ;)

      I dont recollect how the duplicate looks.

    SSC - 1993
    HSC - 1995
    Bcom - 1998
    Mcom - 2000

    Also u had mentioned that for SSC and HSC we need to collect the duplicate from MSB, where is their office. Please help me.

  19. Wow..what a lovely helpful blog! Many thanks! I did my degree from St. Xavier's College (Mumbai)and passed out in 1993. Do I need to go to Xavier's to get a letter from them about having lost my degree marksheet (like the SSC losers have to go to their respective schools etc)?

    1. You are very welcome. I wrote it so that others dont go through the pain of figuring things out on their own.

      If the degree has been issued by the Mumbai university, you do not need to go to Xavier's. You will have to go to Kalina and find the department which is responsible for issuing your degree. My degree was Engineering and so I had to go to Mahatma Phule building. I think there is a map put up when you enter the university. But it is a good idea to visit Xavier's and talk to the admin staff about the procedure to get duplicates. Even if they say the same thing as I did it will be a good walk down memory lane for you at Xavier's ;)

    I sent my Engineering degree from MU to be attested , and it came back to me all tattered and torn slightly in one place!
    Do I have to get a new one now? If so, are you aware if its the same procedure .

      Its good to keep a degree certificate in one piece. :)

      See to the procedure for the certificate part. You have to visit the convocation department with your degree code. Take your certificate along. It will make things much easier.

    1.)wonder why to take 2 FIR , one is submitted in Univ. kalina and the other one for which part?

  23. I had absolutely no idea there will be someone like me out there, I have managed to misplace my entire folder as well. It is not the greatest feeling in the world. My queries --

    1. I lost my marksheets while travelling from Delhi to Bangalore. An FIR from Bangalore is good?

    2. Once I have filed my application and submitted the required documents, how long will it take before I get the duplicate copy? They will post it or I/ a friend can go collect it?

    1. If you lost your marksheets in Bangalore or now Bengaluru (I dont wanna upset a bunch of :P) you should ideally get an FIR from Bangalore but if you are in Mumbai you could make up a story that your house was renovated and you lost your folder.

      It generally takes a month for the duplicates and yes your friend can collect it on your behalf. But do ask the people in charge if that can be done and how it can be done.

      I got my marksheets picked up by family and the certificate by a friend.

    i have done my 12 th from nagpur and lost the marksheet. i have a xerox of the marksheet it says maharashtra state board of secondary and higher secondary education pune, where should i apply for a duplicate marksheet? also my name is spelt wrong on it and want that changed too!! please help!!!

      Sorry to say but I do not have any idea about the Pune board. The procedure could be the same or different. I cannot say for certain. Try to find the MSB phone number and call them up, thats what I would do.

    First of all I want to thank you for such a informative post.

    It is really very very helpful!!!

    I have done engineering from Mumbai university from 2006 - 2010.

    In first semester I failed in 3 subjects and in 2nd semester I failed in 3 subjects too. I required 3 attempts for clearing my 1st semester subjects.

    Summary of the results:

    1st semester appeared in Dec - 06 --> failed --> I have the mark-sheet for this.

    1st semester appeared in May - 07 --> failed --> I don't have the mark-sheet for this.
    2nd semester appeared in May - 07 --> failed --> I don't have the mark-sheet for this.

    1st semester appeared in Dec - 07 --> failed --> I have the mark-sheet for this.
    2nd semester appeared in Dec - 07 --> failed --> I have the mark-sheet for this.

    1st semester appeared in May - 08 --> Passed --> I have the mark-sheet for this.
    2nd semester appeared in May - 08 --> Passed --> I have the mark-sheet for this.

    I have failed mark sheets for for DEC - 06, Dec - 07 and pass mark sheets for May - 08.
    I have lost the fail mark sheets for May - 07 for both the semesters i.e. semester 1 and semester 2.

    How can I proceed now. Can you please guide me.

    I need the duplicate mark-sheets ASAP as my office is about to ask me to apply for a VISA within a span of 10 - 15 days.

      Sorry I didnt get back to you sooner. As far as I know, 1st year and last year is administered by the mumbai univ. and so you will have to go there for your 1st and 4th yr marksheets. For the 2nd and 3rd year ones you will have to go to your college.

  32. Dear Hoshang, I had lost my HSC marksheet during my Engineering Days but never bothered to retrieve a duplicate because no one ever asked and I was careless too. I had cleared my HSC exams in 1996. Now, when I am applying for immigration to a country, I need to compile all my marksheets.

    I see that you have stressed on a letter from college and affidavit before applying to Maharashtra State Board. I have my 12th Leaving Certificate which states that I have studied in that college and have indeed appeared for 12th Exams through Maharashtra State Board. Is this LC along with the affidavit and lost marksheet form enough to apply for a duplicate marksheet?

    I believe FIR is not required because when I called the Vashi number to enquire, the guy told me an affidavit (stating you have lost the marksheet and you would not use the new duplicate marksheet for any wrong purpose) along with College Letter (stating that so and so student had appeared for MSB exams from their college in so and so year) and Application Form is all that is required.

    Please guide me brother.

    1. You are right. You dont need an FIR, all you will need is an affidavit and a letter from college stating that you lost your marksheet.

      Make the Affidavit first and then go to your college for a letter that they will issue for a duplicate marksheet.

    I have a query related to my HSC certificate, which I submitted the originals along with HSC marksheet to Mumbai Univ, Kalina for opting distance learning FYBA course in year Sep 2005.
    Further due to some reasons I didn't appeared for the exam nor collected the original documents from MU, Kalina. Can I retrieve the original documents back from them. What will be the procedure if you may know.

    Thank you for such a informative post. It sad and annoying that an institution professing in education cannot issue a certificate immediately by seeing your passport or other identification. What a waste of time.

    Sadly I am overseas in New Zealand and I was burgled at home and our valuables were taken in my briefcase which of course had my B.Sc Degree issued in 1983 by the "University of Bombay".. The low-llife did not know the pain one has to go through the reissue of this in Mumbai and if he read your blog would have probably returned it!.

    Is there a service company associated with the University of Mumbai which I can use to reissue my degree as I do't know when I will be in Mumbai next and any new employers would understandably would like to see my degree for employment. I do have the local NZ police report for the bureaucrats.

      Sorry to hear about your plight. I dont think there is a company that would do this for you. If you could request one of your friends or family to visit Kalina and get your duplicate made. Thats the best advice I can think of.

    i want to know during my 1st year of engineering i got a drop in 2005-06 , as u know unless we clear all subjects in any semester we keep on getting results as failed .. i clear my all 1st year kt's in 2007... now applying for foreign universities i want all d marksheets irrespective whether passed or failed right from 2004-2009 so what procedure should i follow do i need FIR/AFFIDAVIT? plz help?

      I dont think you need an FIR or Affidavit. Just go to Kalina University and they will guide you.

    I completed B.Com in 1995. But I only went & got the convocation receipt & never went back for Marksheet & Certificate.

    Nice article and surely time saving for those who want to apply for copies.

    I submitted my application today for degree certificate copy. Not much hassle and with in 30 mins everything was done. Offcourse I arranged affidavit yesterday from the roadside stalls outside Kurla court and Police complaint letter from the area where I stay.

    In my case I have misplaced my sem 8 (May 2013) engg marksheet in which result was failed.
    But after that I passed in revaluation so currently my result is in RRLE (Reserve).

    I have submitted RRLE form to university directly but when I went to MU for the collection of my pass marksheet they asked me to submit the prev marksheet in which I failed but as I told you I dont have that.

    So for this case do I need to follow the same procedure or is there any workaround because all this I have to do it for the failed marksheet
    .
    And do I need to get an FIR because when I went to police station they said certificate of missing doc will do the work.

  57. Well this is based on my personal experience. First of all I would like to advise you guys to keep your mark sheets with utmost care but then too this advice is too late for now so ensure you remember it as soo n as you get the duplicate ones.

    I am considering the case when all the documents are lost i.e Engineering 1st year - 4th Year marks heets, degree certificate , pass certificate for the 1st Year and finally the Convocation letter.

    Follow the listed procedure step by step and you would save a lot of time;

    Step 1 : Go to the court nearest to your location. Outside the court there are many stalls that make Affidavits. Take this sample for giving to the typewriter. http://tte.delhigovt.nic.in/affidavit.doc. Now get the affidavit made on 100 rs stamp paper, it should not cost more than 280Rs.Make sure you list all the marksheets lost. If you are a Thane resident you can go outside Thane court and get this done.
    Step 2 : As soon you have the Affidavit , you need to go to the police station in whose jurisdiction you lost the marksheets and register a missing complaint. Make sure you hand over the xerox copy of the affidavit to the Police and not the original as you will have to hand over the original in the Kalina University.
    Step 3: Take 6 sets of xerox of the mark sheets , Affidavit and the missing report. At least carry 2000 Rs in Cash to the University.
    Step 4 : Now you have the Affidavit and the Missing complaint with you.I hope you have seat numbers of all the years with you. It is present on the marksheets. (if you don't don't worry). Go to Mumbai University (Kalina Campus). The window opens at 11 am so make sure you reach accordingly. Go to Window No.2 and explain your case. He will see the Affidavit and give you the forms to fill. Since you have lost everything take the set of forms accordingly.
    Step 5: Fill the forms quickly and rush to Window No.1. Take the gate pass and rush to 1st Floor room no. 24A. If you do not know your convocation number go to the 1st person on the left upon entry to the room and ask for convocation number.Then walk directly to the person sitting on the table that is bang opposite the entrance and get his signature.
    Step 6: When you have his signature rush to Room No. 45 on the 2nd floor and make the payment in CASH for the marksheets.
    Step 7 : Then go to ground Floor Bank of Baroda and make the payments in CASH for your Degree Certificate and Convocation Letter.
    Step 8 : Come to window No.2 after 17 working days to collect your mark sheets and to Room No. 24A after 3 months to collect your convocation letter.

    Charges Summary :
    Convocation Letter : 305 Rs
    Marksheet( 1st,2nd,1st year Pass Certificate,7th, 8th , BE Degree Certificate) : 630 Rs

    11 am - Open
    1:30 pm - 2:30 pm lunch
    2:30 pm - 5:00 pm

    Bank of Baroda
    11:00am - 1:00 pm

  69. Hey, I recently visited MSB for duplicate marksheet of SSC and Hsc. Few changes :
    1. An application forms is also given by MSB along with other forms which requires a passport size photo and adhar card number.

    2 you now don't need police complaint certificate for hsc marksheet. Instead only adhar card copy was required.

    So carry 2 photos n 2 adhar card copies

  78. For the SSC board certificate, we need to also submit the Aadhar card number and passport size photograph.
    Also now they ask you for print of application filled online. I am still trying to figure out the website where the application can be filled.
    Since my dad visited the center on my behalf they allowed him to give an application using the paper form, but that was after requesting them multiple times.
